Added an experimental vibecheck command
Chocolate Feature addition Team Fortress 2
Using /vc, /vibe or /vibecheck, you can privately alert the admins if you feel the vibe is off. The admins are sent a message tallying the total number of checks sent in, this action is completely anonymous.

If there are no admins in the server, players are reminded of the /report command instead.
Added a notification to players if there are no admins in-game
Feature addition Team Fortress 2
Only once, at the very start of a map, a message is displayed to all players reminding them of the /report command if there are no connected admins with them.

This may be tweaked depending on player feedback!

Modified the canteen saver plugin
Front Line Fudge Bug
\-You are no longer killed when accidentally using a canteen before a wave starts.

\-Demomen must now be holding a sticky launcher before being able to use a crit canteen before a wave starts

\-Fixed a case where a canteen could still be used before a wave starts
Added map ratings to the map vote
Chocolate Rainbow Feature addition
When a map vote is initiated, you will now see numbers to the right of the display name, additionally when going to nominate a map. These are the average map ratings for each map, based on input from the `/maprate` command.
