Fixed a bug where your weapons appeared to still work during humiliation mode

This affected the winning team in CTF games mostly
The server now enforces a higher min cmdrate and min updaterate

This is to help players who believe they or the server is lagging because Open Fortress by default has these values set really low

The team with the most points in a round will now win on end of map

Fixed SourceTV adding to the frag limit
Frag limit adjustments no longer leave messages in the server chat
