Two registry settings that seem to prevent or alleviate the throttling are:
(DWORD32 value) HKLocalMachien\system\CurrentControlSet\Services\lanmanworkstation\parameters\DisableBandwidthThrottling (create if it doesn't exist by typing "New then String" and click it and set value to 1 to disable, and then reboot)
or
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile\NetworkThrottlingIndex (set to a value between 1 and 100 and reboot)
